Recommended Sonata Set for Phoebe: Eternal Radiance (5-pc)
2 set: Spectro DMG +10%.
5 set: Inflicting enemies with Spectro Frazzle increases Crit. Rate by 20% for 15s. Attacking enemies with 10 stacks of Spectro Frazzle grants 15% Spectro DMG Bonus for 15s.

Quick team Guide:
Rover (Spectro) - Spectro Rover is a necessary teammate for Phoebe: they provide the Spectro Frazzle Phoebe needs in order to deal a ton of Main DPS damage, on top of Spectro RES shred on Forte enhanced skill and healing on Ultimate. They can be run using two sets: Rejuvenating Glow and Moonlit Clouds, depending on your team, both almost equally as viable, so just run the third teammate you prefer and use one of the sets accordingly.
Sanhua - The best teammate to use for casual Phoebe players running Rejuvenating Glow Spectro Rover. Sanhua amplifies Basic ATK DMG by 38% on Outro, which she accesses insanely quickly, a welcome buff on Phoebe. However, being able to provide Moonlit Clouds buffs and a 20% ATK buff on S6 on top of a super fast rotation makes Sanhua, Phoebe and Spectro Rover the best casual Phoebe trio.
Mortefi - Contrary to what you might expect, Mortefi isn't the best option to amplify Phoebe's damage with a Rejuvenating Glow Spectro Rover. He does feature the same buffs as Sanhua on his S6, his Outro amplifies Phoebe's Heavy ATK DMG by 38%, an even more favorable buff than Sanhua's. On top of this, he can run Static Mist for an additional 10% ATK and can also run Moonlit Clouds. The answer lies in field time and Phoebe herself: Mortefi takes a while to access his Outro especially when compared to the lightning fast Sanhua, resulting in less time spent on your main damage dealer and less of your total time spent dealing a ton of damage. On top of this, Phoebe already amplifies her Heavy ATK DMG so much the buffs end up getting diluted due to diminishing returns; Mortefi as a result remains very close to Sanhua, but not better. We still recommend him if any of your other characters want Sanhua - she'll better be used on those characters than Phoebe.
Phoebe Duo-DPS Team
This team uses Rover (Spectro) in the role of the support to enable Phoebe to play duo-DPS with Changli. This team requires intense quick swaps to dish out massive DPS.
If you feel like the limited heal is a problem you can take Verina as the main healer.

Quick team Guide:
Open with Rover (Spectro) to apply Spectro Frazzle on enemies, then use their Resonance Skill once they have more than half of their Forte Gauge to apply Shimmer.
After applying sufficient Spectro Frazzle stacks and Shimmer with the Rover, switch to Phoebe and use her Resonance and Echo Skills.
Enter Absolution by holding down the Normal Attack input, then use her Resonance Liberation if it's available.
Use Phoebe's Basic Attack chain into Heavy Attack: Starflash until Phoebe's used up her Forte Gauge.
During the animation of Phoebe's last Heavy Attack: Starflash, switch to Changli to minimize the downtime between DPSes.
With Changli, go through her optimal combos to maximize her damage on-field in the shortest amount of time. Switch back to Rover once Changli has used up all her resources.
Repeat until all enemies have been defeated.

How to Play Phoebe
Phoebe Combos
Below you can find the optimal rotations for Phoebe. Prioritize achieving 100 Concerto as fast as possible and once that condition is fulfilled, focus on maximizing the damage output.
Standard Rotation
Phoebe has a simple rotation and consists of buffing her as much as possible with supports, debuffing the enemy, then dashing her DMG with her best Skills.

By getting duplicates of Phoebe from pulling on her Banner, you will receive extra Wavebands.
Wavebands are an important item, as they allow you to unlock Resonance Chain levels, with each level either improving an existing Skill or passive ability.
Sequence Node 1
When in Absolution, Resonance Liberation Dawn of Enlightenment now increases DMG Multiplier by 480% instead of 255%.
When in Confession, Resonance Liberation Dawn of Enlightenment increases DMG Multiplier by 90% and applies Spectro Frazzle to the targets with the maximum stack the targets can receive.
Sequence Node 2
When in Absolution, DMG dealt by Outro Skills to targets with Spectro Frazzle is Amplified by 120%.
When in Confession, Silent Prayer grants 120% more DMG Amplification for Spectro Frazzle.
Sequence Node 3
When in Absolution, the DMG Multiplier of Heavy Attack Starflash is increased by 91%.
When in Confession, the DMG Multiplier of Heavy Attack Starflash is increased by 249%.
Sequence Node 4
When Basic Attack, Basic Attack Chamuel's Star, Dodge Counter, or Chamuel‘s Star: Dodge Counter hits, the target's Spectro RES is reduced by 10% for 30s.
Sequence Node 5
Casting Intro Skill Golden Grace increases Phoebe's Spectro DMG Bonus by 12% for 15s.
Sequence Node 6
Targets entering the Ring of Mirrors are stagnated for an additional 2s. The stagnation effect affects all targets entering the Ring of Mirrors and can be applied to 12 targets max for each Ring of Mirrors. Each target will only be affected by this effect once.
When in Absolution or Confession, summoning a Ring of Mirrors with Resonance Skill increases Phoebe's ATK by 10% for 20s, and triggers an extra Heavy Attack Starflash at the Ring of Mirrors' location. This Heavy Attack Starflash does not consume Divine Voice and is not considered as casting a Heavy Attack.
