A new endgame System—Tempering, alongside new item—Tempering Manuals has been added to Diablo 4
“What Items can be Tempered in Diablo 4?”
Using the Tempering system you can add NEW strong affixes to your Legendary and Rare items:
Normal and Sacred Items can have 1 Tempering Affix added.
Ancestral Items can have 2 Tempering Affixes added.
Unique Items cannot be Tempered.
Items can be modified with Tempering Manuals. And Tempering Manuals can drop randomly drop in World Tier 1 to 4 and each manual offers a list of themed recipes. The higher the World Tier you are playing in the better the Manual's will be. The Manual goes into your bag. You click it to learn and it is stored in your Codex of Power. Once learned can be used unlimited times on any item. (only restriction is when you re-roll the the Temper Affix.
“How to Temper Items and Equipment in Diablo 4?”
Tempering can be done at any Blacksmith in the game. To Temper and item you need to select a Tempering Recipe and have the materials needed. You can not pick which Affix from the manual will be applied to the item, it is randomly selected
Once the item have been tempered you can reroll the ‘Tempering Affixes’ up to 5 times if the result does not satisfy you.
UPDATED: As of Season 5, you can now re-roll an item an additional time for each Greater Affix (GA) on an item. An item with two GA affixes can be re-rolled 7 times.
The Tempered Affixes are fixed and there is no resetting to start again as there is with Masterworking. However, these affixes will increase along with the others on an item when you perform Masterworking so be sure to Temper your item before Masterworking to get the full benefit.
Tempering Manuals
To learn a Tempering Recipe all you need is a Tempering Manual. Tempering manuals can be dropped anywhere in the game. Each Tempering Manual teaches a Tempering Recipe that contains between 2 to 6 different Tempering Affixes and can be used unlimited times.

Magic quality Temper Manuals can be found in World Tier 1 and 2
Rare quality Temper Manuals can be found in World Tier 3
Legendary quality Temper Manuals can be found in World Tier 4
The level 50 priority quest “Tempering” is guaranteed to award a specific Tempering Manual. Players get this quest automatically at level 50, and it is completed at the Blacksmith in Kyovashad.
Tempering Manuals are class-bound (ex: Rogues will find Rogue Temper Manuals). Tempering and the Affixes are not —it might be beneficial to use another class's Tempering Manual on your items to make your build stronger.
Tempering Categories
The Tempering Manuals and Tempering Recipes are saved in the Code of Power once learned and correspond to 6 types:
Weapons: Can only be applied to Weapons.
Offensive: Can be applied to Amulets, Weapons, Rings and Gloves.
Defensive: Can be applied to Amulets, Helms, Chest armor and Pants.
Utility: Can be applied to Amulets, Boots, Gloves, Helms, Chest armor and Pants.
Mobility: Can be applied to Amulets and Boots.
Resource: Can be applied to Amulets and Rings.
Each Tempering Affix added to an Ancestral equipment must be from a different category. (ex: Ancestral Helm— Tempering Affixes Defensive and Utility)
Depending on the Item rarity they can have one or two affixes.

Tempering Cost
The cost is based on the Item Power of the selected Item.
Tempering a 925 Item Power Item costs:
10x Iron Chunk or Rawhide
20x Veiled Crystals
2x Baleful Fragments or Coiling Wards or Abstruse Sigils (depending on the item type)
Temper Rerolls
As stated previously when performing Tempering, a single Tempering Affix is picked randomly from the selected Tempering Recipe. You can reroll Tempering Affixes up to a maximum of 5 times. You can check the Tempering Durability on each item before or after tempering it.
Once Tempering an Item you cannot reverse back to a previous affix so be mindful of that. And also Tempering doesn't allow you to keep the previous result so you shouldn’t try to get a better roll on good affix unless you're comfortable with bricking the item.
Updated: Starting from Season 5, you can now re-roll an item an additional time for each Greater Affix (GA) on it. An item with two GA affixes can be re-rolled 7 times.
Mathematically speaking if a player wants one affix from a recipe with 3 affixes, and another affix from a recipe with 2 affixes, there is a 33% chance they get lucky with the first recipe, a 50% chance they get lucky with the second recipe, and a 16.67% chance they get lucky with both recipes on their first try. There has been calculated that there is approximately an 84% chance to obtain both the affixes you want using 5 or fewer rerolls.
If the recipe contains a large number of affixes the odds change. Most optimal combinations of affixes come from recipes with 3, 4, or 5 affixes. Choosing at least 1 recipe that has a very low number of affixes, or multiple acceptable affixes increases the odds for you to get your desired Affix. (ex: if both affixes from a recipe with 2 affixes, and 2 other affixes from a recipe with 3 possible affixes makes you happy, there is a 99.9% chance of being satisfied with the results after using 5 or fewer rerolls)
In Conclusion
New Items— Tempering Manuals and Crafting Manuals has been added to the game. All Blacksmiths in Sanctuary will be able to use these manuals to increase the qualities of your Items.
Tempering allows you to add potent affixes to your item.
Crafting Manuals drop as normal item. Once learned, can be used infinitely (like the new Codex of Power).
Each Crafting Manual contains a small number of affixes, and corresponds to six different categories: Weapons, Offensive, Defensive, Mobility, Utility and Resource.
To Temper an Item just head over to any Blacksmith. *Ancestral items can have two Tempered affixes from different categories. Players can reroll Tempering Affixes up to 5 times or 7 (items with 2 Greater Affixes) if they are unhappy with the results.
The Tempering Durability indicates how many times you can Temper an item. The manuals you learn on the Seasonal Realm last until the end of the season, and manuals learned on the Eternal Realm will be known permanently.
